Streamlining Enrollment into New York State Public Health Insurance

In New York, outdated, paper-based enrollment systems block easy access to public health insurance for thousands of New Yorkers who are eligible New York State sponsored health programs: Medicaid Managed Care, Family Health Plus, and Child Health Plus.

Since 2004, the Hudson Center has offered FEEA™, the Facilitated Enrollment Electronic Application, and a suite of related technologies that streamline the public health insurance enrollment process, for consumers and for the agencies that administer these programs.

Recently, the Hudson Center launched an Enroll NY™ initiative to promote the adoption of FEEA and other FEEA-powered enrollment solutions, including EDITSXpress™ and Enroll NY Private Portal. We are working with health plans, FEs, and government agencies to use these tools to provide faster and easier access to public health insurance by making electronic enrollment the standard throughout New York State.

For health plans and Facilitated Enrollers (FEs)

We offer three products at the right level of automation for your organization:

• FEEA is an enterprise-wide solution that fully automates the ACCESS NY application. It captures information in a paperless format from the first keystroke to final approval in Albany. Turnaround on FEEA-submitted applications averages two weeks instead of the 45 to 60 days typical for applications submitted on paper.
• The Hudson Center is a Certified Submitter of Medicaid applications to NYC Human Resources Administration's Eligibility Data and Image Transfer System (EDITS). EDITS automates the current paper flow between submitters and HRA with an electronic transfer of data and images and eligibility determinations. For New York City FEs, FEEA comes equipped with EDITSXpress, so applications can be transmitted instantly to the NYC Human Resources Administration's EDITS systems.
• Enroll NY Private Portal is a white-label version of Enroll NY. Health plans and facilitated enrollers ("FEs") can integrate Enroll NY into their own Web sites to pre-screen and acquire new members. Designed as an ASP-based “enrollment engine,” Enroll NY Private Portal seamlessly integrates with your Web site and brand.
• EDITSXpress allows New York City FEs and health plans to transform paper applications into electronic applications. Applications can be submitted daily to the Human Resource Administration’s EDITS system. Think of it as EDI for enrollment data. No more batched submissions, no more batched returns – and you can still rely on your current enrollment processes.
